Gently enable notifications

Hi all,
I've been working on a setup for a while now monitoring 370 hosts and 6,278 services. As you can imagine, some of those services are down, but up until now notifications have been off.
I need a graceful way to enable notifications without bombarding all of the contacts with emails and pages about service problems that they already know about.
Is my best bet going through the UI and acknowledging all of the service problems, then turning on notifications? Do acknowledgments persist after Nagios restarts? Or is there a better approach to this?
