NagVis modify user option is missing several XI users.

While attempting to modify user permissions for NagVis by navigating to: NagVis > User menu > Manage Users > Modify User, I've noticed several XI users are missing from the drop down menu.
Any known cause or fix for this?

Have the missing users logged into XI and then went into Home > Nagvis?

They had not. Now that they have, I can see the users. Thanks.
