I have a couple of developers that want to test plugins they've written. Is there a way to give them access to "System Extensions" under "Admin" without them seeing anything else under "Admin"?

Not currently, they need Admin privileges to access anything under Admin.

You could setup a dev/test environment for them to use, see here for what a single XI license entitles you to:
