Is it possible to have Nagios notify one group or contact when a service reports a "Warning" level and another group or cantact when the same service reaches a "Critical" level?

Yes.

You would use the Service Escalations for this
Configure -> CCM -> Alerting -> Service Escalation
You can set 2 different escalations for the same service setting the "Escalation options" to the appropriate one of each
