Normal check service with attemts count when host is down

Hi

I have nagios:
core 4.4.6
xi 5.9.1

I need execiute service check when host is down with all attemts from soft 1 to hard 3 state independently from host status.
Now when host is down service stop working and jump to hard status at attemt 1.

How to set this option or other for do what i want:
#host_down_disable_service_checks=0
#service_skip_check_dependency_status=-1
#service_skip_check_parent_status=-1
#service_skip_check_host_down_status=-1
#host_skip_check_dependency_status=-1

Old version like xi5.4.12 / core 4.2.4 work ok.

easy way but not working is set:
host_down_disable_service_checks=0
