I have problem on my new instalation nagios core4.4.6 xi5.9.1
and i know problem not exist at old version core4.2.4 5.4.12xi.

When host is going down service jump to Critical HARD at first step.

Example problem now:
HOST UP 1/3
SERVICE UP 1/3
now host going down
Host DOWN SOFT 1/3
SERVICE Critical HARD 1/3
next check
Host DOWN SOFT 2/3
SERVICE Critical HARD 1/3

Befor and correct:
HOST UP 1/3
SERVICE UP 1/3
now host going down
Host DOWN SOFT 1/3
SERVICE Critical SOFT1/3
next check
Host DOWN SOFT 2/3
SERVICE Critical SOFT 2/3
next check
Host DOWN HARD 3/3
SERVICE Critical HARD 3/3

How to configure nagios for work correct.
When HOST is down and Service check maxattemts times and counts from SOFT to HARD.

System ignore
host_down_disable_service_checks=0
