I met a rare problem. NagiosXI cannot generate notifications for all hosts/services. e.g, we had a network outage for a server room. all hosts were down. However, I only received the mail alter from one host. the rest hosts no notifications generated, after I checked 'notification'. the profiles for those working/non-working hosts are same.

Would someone can advise or help.

I'd apply a template (although you don't have to) with a contact group (although you don't have to) that contains contacts that are attached to users. I think it's documented somewhere that if a contact in XI isn't attached to a user bad things happen.
Using templates and groups allow you to be consistent in how things are done to avoid these situations. For example, my hosts contain the hostname, address and a template--that's all. Services are generally similar but a bit more complex.
Sow define notifications to a contact group. Then things will be the same.
Sorry, I'm always trying to sell templates and other simplifications...
