No notifications being sent

We followed the official guide to change notifications to send though Microsoft with OAuth2, and when sending a test message it works without issue.
When a service or host needs to send a notification, nothing gets sent. Looking at the alert history for the host nothing is present, and when we attempt to do a forced notification, nothing is sent nor shows up in the notification history. In the eventman.log we see the nagios events coming up, but no entries for "An email notification will be sent".
We are not quite sure where to look to see what is the cause of no notifications being sent is.

Thank you for reaching out. After you changed the notifications to send through Microsoft with OAuth2, did you set up a User/Contact and configure it with the email you would like to send it to? If not the following document can help guide you through the process:
