When changing between themes the only change is to the login page.
The rest of the interface does not change.

Where are you changing the setting for the theme? There is both a system default and a user theme.

As nagiosadmin
Admin -> System settings -> Theme Settings

User nagiosadmin has the theme set to default.
I have to go into user and select default again to have the changes take place.

I can set the nagiosadmin theme with user settings without issue.

System upgraded from 5.11.3
Have to apply default to existing users
After apply default it's working as expected

Clean install of 2024R1 does not have this issue

I just tested this with a fresh install for 5.11.3 and did an upgrade to 2024. I wasn't able to reproduce the issue you are seeing. When I have the user theme to default and then change the system theme it then changed when updating the system settings for a different theme. Could you upload a system profile so we can see if anything looks off in your system?

There must be some sort of race condition that I am not able to replicate.

I'll investigate further and try to replicate this issue. Just to clarify, but theme switching is working as expected for you now, correct?

Yes, Now working as expected.
I chalked it up to the upgrade.

For posterity's sake - did you end up using a fresh install of XI instead of the upgraded instance?

Server was an upgrade from 5.11.3 to 2024R1 o Centos9 Stream
I have not seen this issue on fresh install.
