Email alert didn't send to all recipient?

Last Saturday there was a host fail, but not all of our client's configured accounts get Email alert, we had setup 11 accounts should get the Email alert(see attachment), but only 4 accounts got Email alert. from the NagiosXI event log(see attachment), NagiosXI only sent 4 Email, what could be the possible problems? Could trial version be a reason?

Are the rest of the accounts configured as contacts or users?
I had a similar issue with sending notifications to contacts.

They were configured as contact, I setup at "Core>Alerting>Contacts" and choose them from "configure service>Notifications>Send alert notifications to...".

What is specified in Host Command & Service Command under Core>Alerting>Contacts>Modify for these contact that didn't receive alerts?

I would go through and verify that each of the remaining contacts have notifications enabled. If you want you can post the contacts.cfg file by accessing the Core Config Manager->Contacts page, and clicking the Download button. I would suggest removing the real email addresses, but if you're willing to post that config, we can probably identify why the other contacts aren't working.
I would also look at the following doc to see how XI users differ from just contacts:

we choose "ping" service for testing, it came from different wizards such as "Linux SNMP", "Windows SNMP" ...

We got the license key two days ago, the NagiosXI still has 6 days to trial, then we start to register and activate it, the procedure need a customer id to complete activation, but we didn't receive the id because Nagios Enterprise had not issue the id, so NagiosXI not complete the activation and some feature were restricted or limited, and I can't check the log since NagiosXI not allowed ether(see attachment).

I wonder could it just because the NagiosXI had not been activated? (see what I quote Scott's wrote)
In the beginning we setup 10 contacts but only 4 got the alert message, few minutes later we setup a new service and then only 1 contact got the alert message, another few minutes later we did again and this time no one got alert message!

The Nagios XI 60 day trial is fully operational, the only limitation is the orange bar in the UI. Check the Home->Notifications page to verify how many alerts Nagios is sending out and to whom. The other thing to check would be spam filters, because some email servers assume the Nagios server is a spam bot.

In the beginning I had checked Event Log, NagiosXI only sent alert to 4 contacts(see the first post attachment), the others were missing! it means Mail Server will only get 4 request for delivery?!

Then it is most likely a configuration error. Can you send us the contacts.cfg file by accessing the Core Config Manager->Contacts page, and clicking the Download button? We'll take a look at the config and see if we can identify the error. You can send the config to
