execute perl script to send SMS

Hi,
Right now we have to urgently setup XI to send SMS in case of server down to our engineer's mobile and I'm not sure setup mobile carriers in XI will help me because I still not understand how to deal with it. I already have a perl script to send SMS via our mobile carriers in Thailand (see attached file). Please help to guide me to run a perl script to send SMS in case of server/service down.
