Hello, I would like to create an account for each of our 4 departments. The development department, for example, should only see its servers. The app hosting department only sees their servers. As an administrator, I want to see all servers.

is this possible ?

If you put each user inside of a contact group, and you add that contact group to the host and services. Then the different departments can view different hosts and services.

Okay, you can create 4 different accounts each department will keep their own account so no department gets confused. You will be the manager and directly view those 4 accounts. Doing so makes management easy and avoids confusion, I really like that way of working.
