Is "Ping" service check irrelevant?

If a user is not the contact, for the Host, but is the contact for the Ping service check of that Host, would the "Ping service check" alert be sent if the Host is down?

So meaning, the Host itself has the "Check-host-alive" command assigned to it, but with no contact. The Host has a service check, for "Ping" and has a contact assigned to it. If the Host goes down, do any of the service check notifications go out such as the "Ping service check", or are they suppressed by default if the host is down?

Not by default. By default if a host is down notifications are not sent for service checks. This can be overwritten by setting "Is Volatile" to on for the service on the Check Settings.
