I have set my home page to be the tactical overview page. When I click on the 'Home' link, i can access this view without issue.

However, when I click on the 'Tactical Overview' link on the left side of the page, I get the "Whoops!" page. I can run the configuration check from the command line (-v) without any errors.

Do a running tail on the httpd error log and then try to open the tactical overview page once again. Post the output here in a code wrap.
