XI and Core Users and Contact Templates

I've designed notification flow as follows:

Host -> Host Template -> Contact Group

From there, contact templates are created for each contact group and configured with notification settings as some contact groups will only receive critical service notifications while others will receive both critical and warning notifications.

Contacts within each contact group are configured to receive all types of notifications and filtering is performed in the contact template for each contact group.

However, XI users seem to be overriding anything in contacts or contact templates.

If contact is set with host and service notifications off, but XI user is set with notifications On, then XI setting overrides core setting.

Please help understand how contact templates can be used as described above. I've read the PDFs explaining how XI and Core work together, but fail to understand how contact templates can be used in coordination with XI users.

solved this by defining my own commands to alert contacts.
