User would like to schedule recurring downtime for hosts or services (i.e. 3:00AM-5:00AM every Sunday).

Solution: |
Nagios does not support recurring downtime internally. If you really want to do this, I would suggest creating a cron job that writes the appropriate downtime commands to the external command file.
BTW, unless you need to record scheduled downtime for availability reports, you may just find it easier to disable notifications for the host or service during routine maintenance windows.
