Enumerating the user list is still hit or miss.

If I do get a user list, pushing the import/save button now produces an error that there are no users to import whether trying to associate with an existing user or create a new one.

No error. The Import/Save button is just un-responsive. The search bar and drop down menus to configure a user work but nothing happens on Import/Save. 50k users in tenant. They list correctly now, after several minutes, but the import button does nothing.
