Thank you so much. That's exactly what was wrong. Contacts were only configured with a d. So simple!

I have a Nagios Core 3.3.1 setup. Configuration is by NConf. Everything seems to be in pretty good shape. I'm getting Down notices, but I never get an up notice when the services return to service.
