I spoke with the guy who set this up on the server and he mistyped the ip address. sigh. Everything is working now .

I am trying to setup nsclient++ on a windows 7 box. I am getting to the box by ping but the other services (CPU Usage, Disk Usage, Memory Usage, Uptime) are not working and show a status of Connection refused.
