I have solved this. I have the app write the file and nagios calls a batch script to parse through it and pull both lines I need, then calls a vbscript to display it correctly. I know I can do it with one script, but at the moment functionality was what they were concerned with.

In looking further I have determined the issue and have corrected it.

After testing extensively, it appears the notifications are being stopped by the carrier, is there any way to specify the come from an emaill adress and not a random string of numbers (i.e. 1200000120) or a specific valid formed phone number? If not how can I resolve this?
