Remove capability to disable notifications?
Suppose I want to make a user incapable of disabling notifications for hosts and services, but don't want to otherwise effect other capabilities. How is this possible? If not, what setting otherwise needs to be set to disable this capability, and what extra limitations would this impose on the user?

Nevermind. I tried again and found that I had actually failed to remove the configuration fails from the filesystem of the Nagios server.
Once I successfully removed the files and applied configuration, I found that menacing host was finally resigned to the bit bucket. Thanks!

Yes. The "Respond" urls no longer seem to be malformed.

Ok.... so the problem seems to have stopped.
Last malformed Respond URL was at 10:49 : nagiosxi//rr.php?uid=137--1-0c8300ae1a29348d845e51a7524601e0
and now the URLS look like : nagiosxi//rr.php?uid=137-5157-0c8300ae1a29348d845e51a7524601e0
and all work.
What could be causing this?
