Is ther a way to restore only nagios configuration on new server? without any data

just those two hosts. All other hosts and their services displaying normally

is spinning up a fresh machine, and doing a backup + restore an option for you? may be cleaner and faster at this point.

Exactly! When I restoring backup on freshinstall it is become as on my screenshots

Is there some way to clear db history data for particular services ?
I need to know whats going right now most of time and if history data clearing resolve this problem I'm ready to accept this loss

There is no results, still the same problem. But semms that I have some clue.
