Run a Bat file on service failure?

Is there a way to run a bat file is a service reports a failure.
Apache2 has started being unresponsive lately and requires a restart. I would like the service monitor to run a bat file on the first report that the web site i am monitoring fails.

Is this possible?

So you're running Apache on a Windows machine? If so I think this doc will help you out:
