Is Nagios Incident Manager 2012r1.3 different from Nagios XI meaning is this something additional to purchase or can this be downloaded for free?

They are two separate projects, and Nagios IM has the same 60-day trial like XI:

XI integrates with IM to form a dynamic ticketing system for dealing with issues in XI.
