it seems that a couple of my reports looks odd.
For example the Capacity Planing Report, see attached.
Should the same not have tabs on top and show the graphs in a new layout?

I'm seeing the same thing in my reports:
Are you saying there should be a section that lets you pick which hosts/services to view? You can select which host to view with the search bar on the right.

That documentation is a bit dated, written (as far as I know) around the time Capacity Planning was just coming to the scene. I'll make a note to review and possibly update it.
