Error during upgrade

Okay here is the localhost.cfg file and the install command line txt file, and the verify before pictures.

I have to leave for the day so I am rolling back snapshot and will apply all suggestions in the morning .

I am upgrading from Nagios XI 2012R2.5 and I am receiving nearly the same error, just on a different config file.

The log has:

Config applies OK before the upgrade and gets this after.

It's likely you are running into a ghost host/service/config that was not picked up before, please see:

Yes, I made that config inactive in CCM and reran the upgrade. Looks like it will work this time.

We'll keep this open for a day or so in case the upgrade still doesn't work.

I would hope so, my problem still is not fixed. The thread jumper fixed his problem, not mine.
