Server and workstation are about 30 seconds to 1 minute off.

That's not too bad at all, Are they both in the same timezone, could you post the text from Admin->System profile (not the zip, just the text on the page) and a screenshot of the timezone on your system?

Is there any other software running on this server aside from Nagios XI? Particularly anything with a web interface?

Nothing else. We downloaded a VM of NagiosXI form the NagiosXI download page and nothing has been added.

How did you deploy the dashboard to users? Did you do it via the "Dashboard Deployment Tool"? Do these users have permission to view all of the items on this dashboard?But the home dashboard I have created for them always shows "Your session has timed out"

I have created a user called "view". I then created the dashboard while logged in as that user. Nagios auto log's in as user "view"

Hm-m, I tried to recreate the issue by following the same steps but I am not getting any session timeouts.
Did you set "view" as "User" or "Admin"? What are the "Security Settings" (what this user can see)? What you do have on the user's dashboard? Can you show us a screenshot?
