I just ran both of them and they both don't seem to be displaying the same data and neither are obeying the "last 24 hour" select even though they say on top the right times.
This happens in both 2012r2.9 and 2014r1.2

You seem to be right - they don't match. I noticed that if you use a different filter, for example, "Last Month", the times match... Odd. We will have to do some more testing to figure out what's going on.

I did notice the same oddity with the time selection between the two reports. One appears to be using a Midnight to Midnight report for 24 hours and the other appears to be using UTC? I will check with the developers and update this thread. Thanks.

A bug report was reported for this issue (task id 4599). I will lock this thread for now and post an update here when there is a resolution.

The alert stream report has been fixed to use the XI time zone. Per the developers: The Alert Histogram actually aggregates alerts per time period ... so it's showing you for the last 24 hours how many alerts happen during each hour of the day. If you change the time frame the 12am-11pm should never change. It's just how that report works.
