I believe you are right. I'm just not sure what to do to get Tomcat working.

Quite honestly, I would start by running something like the XI wizard against localhost. This will give you some good additional metrics against your system, and avoid possible issues by not having at least one host and service in place. Once that is done and an apply config can complete successfully, we can start to look at your tomcat plugin issues. Without making this fix first, getting the tomcat check running right won't help as nagios won't be able to monitor it for you.
