Depending on if it was installed or not, this could very well be one of who knows how many packages that they deem are part of their "fresh minimal" install. By Fresh and minimal, we mean during the initial distro installation steps you made sure to select minimal. A true minimal centos/rhel install does not even include "wget" or "curl," we do this to ensure that no packages or configurations with nagios XI uses specific versions of already exist on the system, which can lead to issues. That 403 forbidden definitely looks like an apache/security related issue, or a proxy, if they were not exactly straight when they told you it was "fresh minimal" they very well could have a proxy in place, in which case you need to go through these short steps:

Just an FYI for anyone reading this post, we resolved the installation issue.

I think all of the things I did above + a complete uninstall and full reinstall did the trick.

Good to see it resolved. As slansing et al have said, you truly do need a minimal install. I'll go ahead and close this up now, thanks for getting back to us.

If we are not sure that its a completely clean install, it would definitely be best to start fresh again if possible. Otherwise if you could share the httpd configs in /etc/httpd/conf.d and the apache error and access logs too, we might gather something from them.
