Yes, that is expected, it is one of the illegal characters. The reason for this one is it is a separator in the DB, you will want to add a $USERn$ macro with that password to work around this:

I'll put in a bug report for this. Ideally there should be an alert on any illegal character in a field where it should not be allowed.

I've seen many posts about the '!' in service / hosts problems. Alerting users when trying to use a '!' or other illegal chars would definitely save the Nagios support crew some time in the long run. Maybe with a link to the documentation on how to use macros.
