I have a chart with CPU usage.
what is the meaning of Y axis??
shows values of 0.5 to 1... is applicable 1 to 100% CPU usage in machine??

That is system\cpu load not usage. Load is actually a combination of many different aspects of your system such as running processes/number of cores, memory utilization, disk io utilization, etc. Load is displayed as a decimal number and should be considered in good standing if the number is at or less than 1.0 per cpu cores on the system.
