PS
Guys, let's take a timeout. I looked and checked all that you can no longer something to complain about. Not checked, only one, the process of the backup from the old server. Let me now the done again all over again - put the system in a virtual machine installed there nagios, other versions, such as Nagios XI 2014R1.5, now I put the version of the old server - Nagios XI 2012R2.9, unwrap backup from the old server. And look again - will this error or not.

Re: NagiosXI does not save changes
Good morning
Yes, did. I will write what he did in order

Create two virtual machines are the same. Installed on one machine Nagios XI 2012R2.9, on the second machine Nagios XI 2014R1.5. Then restore from the same backup database on both servers. On the server where it was installed Nagios XI 2014R1.5, version was changed to Nagios XI 2012R2.9. On both servers, changes in settings are saved correctly. All three green icons.
For the purity of the experiment must say that I have a backup of the old server again, and did not use but both servers to restore the backup on which the error occurred, as stated above.
Conclusion - This error probably occurred during the creation of the backup for the first time, although the script used is the same. Or during recovery. In all three cases, the installation and configuration of the system on the new server occurs in the same: install nagios, restore from backup, reboot the server at the end and make changes to the settings.

Many thanks for all the help.
Excuse that took your time and did not realize immediately check error on another virtual machine again.
