OK so I have reproduced your example and that works. So it looks like the problem is related to the fact that the tabs have been modified. If you look in the examples the tabs are different than the default. So there must be some reference to the BPI permissions related to the tabs. I will send you the tab doc that I created so you can look at it.

The BPI doc I sent shows how the tabs were modified. My question is, does modifying the tabs in this way alter permissions. I do not see anything in the configuration that would indicated that.
Are the multi-tenancy permissions tied to the exact names of the tabs and if so, where can I make that modification?

I wanted to get back to you on this as I have spent the day going over this several times.
BPI does work as expected with permissions even if several layers deep and if you have changed the tabs. However, it is very specific if you miss one service it will not work. I have confirmed this with several different instances.
