Wouldn't this just be the "Operations Screen" but only showing the down hosts and critical services instead of those plus warning, unknown, etc.?

It can be. But you can also make a screen of a criticals dashlet and the hosts and, I dont know, graphs, etc.....
the point is that if you have only criticals for the whole screen its very empty when there is no alerts, it doesnt look good on big screens...... especially to the big bosses :)

Ya, and I like the idea of making it dashlets which isn't available in the operation screen.

One thing to note though is the table created by the dashlets are going to grow down and, as dashlets work, you will likely not want to place other dashlets below them, or you will have some interesting overlaps.

I am aware of that, but still I can put other dashlets to the right.
Also I leave Space below for the list to grow. It also give me incentive to keep the criticals to a minimum :)
