I am trying to create a backup.
After I create the repository successfully, I fill ALL the maintenance settings according to the manual and when I am trying to save I get an error: "You must fill in all the values in the maintenance setting sections." The error message of course is obvious but all the values are filled! I attach a screenshot...

Try changing the field "Delete indexes older than" to something other than 0, I think this may be a bug.

I have tried this as well to enter a value there but still the same. It seems that I cannot create a backup policy at this point.

I've not experienced this with all the fields filled in before. Can you give us the version of Log Server you are using and let us know what browser and browser version you are using.

If it is a Browser related problem let me mention as well that when I try to load a new dashboad then I am not able to save it ...

This turns out to be a bug. If you specify zero in the Delete indexes older than x days field, You incorrectly get the message "You must fill in all the values in the maintenance settings section".
The work around for now, if your intention is to disable deleting indexes, (permanent retention), set the number of days to a high number.
