You can, it's not as well supported as RHEL or CentOS but there are plenty of community members doing it and it works fine.

NO, you cannot install Nagios XI on Ubuntu. Only RHEL or CentOS are supported.
If it's just Nagios Core, then yes you can. Here's a full guide installing it from source:
