You must have at least 1 live service configured in the CCM as nagios requires at minimum 1 host and 1 service for the configuration to be valid.

I made some progress. had to reboot everything.

but now I am getting this error

Go to that service in CCM and make sure the servicegroup assigned to it is valid, if not add one to it.
Then Apply the configuration.

If it still fails, could you post this file so we can review it?
