Comparing the /etc/sudoers file, I believe you want the two entries you have added moved further down in the file, after the default definitions, insert after the root definition:

It is a temp access. Does this got anything with the issue at hand?

No, but the placement of those entries do.

BTW, having

nagios  ALL=(ALL)       NOPASSWD: ALL
is redundant, is not standard with the Nagios XI server configuration, and is dangerous if you permit any command to be run by the nagios user.

The usual way we permit things for both nagios and apache users is the code that is appended onto the /etc/sudoers file, that explicitly defines what commands they are allowed to execute, and is how the Nagios XI system is able to function normally.

It is damn frustrating to go to the command line and type "service nagios start" every time we Apply Configuration.

We are supporting you, but it appears you have made modifications to at least the /etc/sudoers file which could be causing sudo permission problems with the Apply Config process. It may or may not be the cause, which is why we are asking you to make the file as close as possible to the defaults that Nagios sets up, so we know what variables to consider. Have you made the changes that cmerchant suggested?

Have any other modifications been made such as file permission changes, ownership changes, etc. to the Nagios files or directories?

Ok. Will take out the sudo access. I have another instance running just fine with it.
Don't recall changing any ownership or permission though. Anyway is there an easy way to compare between this instance and another?

An important note is Apply Configuration was working fine before the upgrade for 2014R1.2.
