Change all users home page to Tactical Overview

I am trying to figure out how I can set all new users main page to the Tactical Overview view. I don't want them to see the support resources, latest document, or the blog information. I have some users who that would confuse them and I am trying to make my life easier by just showing the Tactical Overview view that they are custom to seeing with Nagios core.

Several users have not logged in yet so I would also like these users to initially see the Tactical Overview whenever they login or click Home.
