Add contact to notification list of all services and hosts
I have tried a few methods of adding a new contact to my monitored services and hosts but no bulk method seems to work correctly. Bulk modification does not add any contact and the notification applet actually REMOVED users. So far it seems like the only way to do this is one by one. Any ideas on how I can bulk add a new contact?

What version of XI are you using?
The Bulk Modification Tool should do exactly what you are after.
Can you list the steps you are taking to see if we can replicate the problem.
FYI, as a side note, I suggest putting contacts into Contact Groups and then assiging the groups where required. It's much easier in the future to add/remove users from the groups and then it immediately takes affect.
