Service with 2 contacts but only one got notified

I have a windows service which I am using check_nrpe with and the $ARG1$ is CheckServiceState -a ShowAll "SPDE Host"

I had forgot to close out the " so the check sent out a critical notification but only one user got notified but I have two contacts listed. They are both setup the same. Thoughts?

Does Nagios "think" that both notifications were sent?

Have you checked the mail log files (/var/log/maillog if using sendmail or /usr/local/nagiosxi/tmp/phpmailer.log if using SMTP)?

Are they xi users who are also contacts or contacts only?

Can you post all of the relevant configs (service, contacts, and associated templates)? Hide sensitive info.
