I talk with our security guys and they said that:

So RHELPOC63 (134.216.160.51) is unable to connect to

because it is not authenticating. When it gets the mirror list (below) it’s not going to be able to get to them for the same reason. I can add an authentication exception in for some of these (US based) but not all.
