Needed assistance for scheduled downtime configuration

What additional variables needed to be configured for a normal user/contact in Nagios Web Interface so that he/she will be able to schedule downtime.

At the same time we want to restrict them for limited access ( no editing / configuring of the hosts and services in other words no access to CCM )

A regular user will be able to schedule downtime for hosts/services he/she is assigned to as a monitoring contact.
