Any ideas what to try here? I just restarted the machine a bit ago?

I shut it off and added 3 processors and 2 more GB of RAM and still same issue? I don't understand why the load is all of a sudden so high on the localhost.

Just wait a few minutes and see if it calms down. Flapping is common for a rebooted host.
Alternatively you can adjust your flapping thresholds if you like.
