I was finally able to recreate the issue. The only thing I was doing differently is that I was changing the config names of ALL services on Host1. When I left one of the service configs unchanged, and followed through with your steps, I ended up with "ghost" services as well.
I posted an internal bug report (TASK ID 6803). I am glad we sorted this out!
