What does the error say specifically? If you click the small blue 'i' icon next to the contact you're trying to delete, which dependencies are listed?

Use the 'i' icon on the right:

It says Database relationships for contact: user
Items labeled as: 'Dependent relationships' will prohibit deletion
relation to Hosts, entry: oras-13 Dependent relationship

This means that you have that contact assigned to the oras-13 host. Navigate to 'Config -> Core Config Manager -> Hosts' and click on 'oras-13'. Navigate to the 'Alert Settings' page and un-assign your contact from that host. After the contact has been removed, you should be able to go ahead and remove the contact from Nagios XI.
