Officially, I don't know of a forum that would work for this. After searching for 'SNMP disman' though, the first forum that pops up is linuxquestions.org. You might be able to get an answer there regarding it.

I would also try the snmp mailing list.

Try and provide as much relevant information as possible otherwise people don't bother responding.
