for OOB notification, I developed a SMS sender Application in .NET and it has been serving our Nagios notification need for the past 4 years, and it work flawlessly using standard 3G modem (3G key), one caveat is you need to another windows PC/server to plug the 3G key to PC/Server USB port.1
