nagios.cmd issue with restart of nagios

Well doing the restart would remove the cmd file. so nothing to write to.
despite the cmd file exists during reload, it doesnt seem like nagios process is getting the message from fifo.

Two paths we can take:

1.) See if using the latest 4.1.1 resolves the issue
2.) File this as a bug on our github: https://github.com/NagiosEnterprises/nagioscore/issues

This is something that would need to be resolved by our Core dev anyway, so the sooner that hits his radar the better.
